Sounds like you're new to MetaTrader 4 (which is fine, we all have to start somewhere) - but the .SET file is not meant to be "read" or opened manually - it's a preset file that goes into your /PRESET folder within your MT4 account....
Then later - when you're setting up the EA, you'll see the option to "load" saved settings... this is when you'll see it (once you've placed it into the correct folder)

Demark is really a manual signal trader... and is one of the more complex trading signals around... An automated EA has been long-desired (I don't know who authored this one) but if you Google Demark + Forex you'll find a slew of info as to how it's supposed to work and the theories behind it - RTFM
That aside, I'd not use this EA - or would only trade it manually - as I suspect that no one has been able to create a solid bot to fully utilize the Demark signals.... and probably why it failed miserably here - I'd look at others...
