Sorry, but every little detailed site rule for most of us is nearly impossible, given the daily living stress and work we try to do on EAs ourselves, so members can't be blamed every time one little thing said like "anyone can write them like pipcop or someone?", a wholey minor thing, really annoying.
So here's what you can do as a suggestion pipcop to handle things instead of darting it back at us: Simply make a form with drop-down menu, e.g. like this EA submission/suggestion area, questions like, "is this purely a suggestion or had you written them?" If responses certain way then you have a rejection note come-up in a floating window saying why. Other question example "are you subnmitting an EA for us to demo free?" Sub-categories like "are you the author?" This "is morally or legally ok to pass this EA if you bought it?"
I think this means/route will solve many of your good intentions members from accidentally ruffling your feathers

no insult meant, but "things happen in life" and no member I feel, no matter how good he is, is going to be perfect so this will help filter out things that cause rocks in the road of your progress. In fact to grow the populace here I don't think you can do w/o such efficiencies, no?
