The EA is programed to trade from 21:00-01:00 gmt. If you set the Offset to zero these are the numbers it will trade on your brokers time. If you look at a few days worth of charting with volume you can see the dip in volume and directional volitility during this time period. This is what the robot trades, back and forth in the range.
You can adjust the GMT Offset to change when it trades. It simply adds time to the internal settings to delay the robots trading.
